Code 4.6 Relative Dielectric Constant of Wet Snow

 This module computes the real and imaginary parts of the relative dielectric constant of pure snow at a temperature near freezing, for volumetric water content between 1% and 12%, for dry snow density between 0.09 and 0.38 g/cm3, and for frequencies between 3 and 37 GHz.
